Do i have a chance?

Standardized tests don't test for your comprehension or academic abilities, but your ability to remember information and to test well. Given that I am not American, although I did consider American college for awhile and did take the ACT years ago, I don't know how good or bad your scores are. If your scores are that bad, just study better and retake the tests. I wouldn't worry too much about the scores though, I was a D student in high school and scored around the 90th percentile on the ACT without studying. What I mean is that poor students can do very well on those tests, but haven't bothered for the grades that colleges want. Not in a very high percentile? Just think about students like I was! Unmotivated, bored, depressed yet rather intelligent students probably make up a good percentage of those top scores. That is less competition for you.
