Even with a crappy rate-will banks loan to someone without any collateral?

i have a good job (not well paying but a good steady-not going anywhere job) & am interested in taking out $2000-$3000 to build a project car, without a co-signer/much credit/collateral-is this even possible? my credit isnt bad, theres just not much of it because i pay in cash for everything
